ZONE BACKGROUND
The zone situated in Daniva Road, Valelevu, Nasinu has a total land area of 49 acres under Crown Lease. Click here to view map of KTFZ.
Fiji Government has declared this zone as the ICT economic Free Zone.
The zone is a result of Government's investment and export development project that was financed by the European Union from the sixth European Development Fund and was officially opened on September 1, 1997.
Kalabo Tax Free Zone was constructed with European Union Funding of 7.3 million ECUs.
The FTIB was appointed by government to manage and operate the zone. Management has successfully maintained high tenancy from handover in September 1997 staffed by a manager and a senior property officer.
The KTFZ initially commenced with 5 factory buildings. Three (3) additional factory buildings were constructed from 2000 to 2003. The factory building were designed in a manner to promote cottage industry for light and medium manufacturing operations of 500sqm modules however demand proved otherwise for large floor areas.
The zone has successfully fulfilled its objectives with significant contribution to economic growth and employment creation. Employment levels between 1998 and 2000 in the zone estimated between 1200 – 1500 locals.
The zone was occupied mainly by garment manufacturing operations until 2000. Tenancy between 2001 and 2006 varied from garment manufacturers, distribution center, shoe manufacturer, rope manufacturing and storage facility.
The down turn in the textile, footwear and clothing (TFC) industry between 2003 and 2005 raised concern by FTIB of existing TFC tenants at the zone. The begging question was the vacancy of factories and future plans for the zone.
ZONE DETAILS (Facilities and Features)
Concerted efforts to accelerate investment priority in the ICT sector and Government’s objectives have prompted FTIB to review its managed Kalabo Tax Free Zone (KTFZ) setup in Valelevu to absorb immediate opportunities in this sector. The Kalabo Tax Free Zones has been declared an ICT Economic Free Zone. The existing facilities of the zone have the capability to deliver as per the requirements of the ICT investors with its existing infrastructure and facilities.

TAX INCENTIVES FOR KALABO ICT ECONOMIC DEVELOPMENT ZONE
Fiji Government is offers attractive tax incentives for the ICT investors locating their businesses in the ICT Kalabo Economic Free Zone.
ICT Business Activities Qualifying for the Zone
Tax incentives are offered to the following ICT activities: a) call centres b) ticketing, ordering and reservations services c) data base, records, and list management d) data entry and processing e) web site development and management f) software programming and design g) tele-medicine services h) internet service provision But excludes i) the retailing or wholesaling of information technology products j) the sale, care, repair or service of any item
Details of Tax Incentives
ICT businesses set up in KTFZ are entitled to a tax exemption on their income from 1 January 2007 to 31 December 2016. These incentives will be made available to investors under the following criteria:
• The ICT business must be located in the Kalabo ICT Economic Free Zone; • Business employs 50 employees or more for any 6 months within the income year; and • 60 percent of its total sales is exported.

TERMS AND CONDITIONS OF THE ZONE
Based on credibility of investors the terms and conditions would be based on the following:
Enter into an MOU. Secure security deposit equivalent to 2 months rent. Rental rates depend on either (i) commercial purposes or (ii) industrial purposes. Commercial rates are between $19 to $25/ sqft/annum. Industrial Rates are between $6 to 12/sqft/annum. Rates may vary depending on specific needs of investors.
Rental terms preferences is for medium to long-term leases between 3 - 10 years
SUCCESS STORIES
The conversion of an existing factory building in the zone to the investor needs has managed to secure Quest Fiji Ltd, as a trend setter for the ICT businesses to be located at the Kalabo Economic Free Zone. This conversion consisted of architectural changes to the factory frontage and dressing the interior to a commercial environment. The commercial aesthetics of the interior included a new floor, enclosure of existing beams and columns, new suspended ceilings, double walls, back-up generator set, air condition, electronic access system, carpeting and other building services.
